Samuel Leung

Samuel is a Charles Ching Scholar. He completed his JD at CUHK where he graduated on the Dean’s List and further completed his LLM in International Commercial Law at UCL with Distinction. During his legal studies, he represented his universities in various international and local mooting competitions and was awarded a number of prizes. Samuel served his pupillage with Mr. Robert Pang SC, Mr. Richard Khaw SC, Mr. Tony Li SC, Mr. Eugene Yim and Mr. Vincent Chen and was called to the Bar in 2022. He is developing a broad civil and criminal practice.

From 2020 to 2021, Samuel was a Judicial Assistant at the Hong Kong Court of Final Appeal where he assisted local and overseas judges with substantive appeals and applications for leave to appeal.

Before joining the Bar, Samuel worked as an auditor at Deloitte (one of the “Big Four”) and is well-versed in accounting and commercial matters.

Samuel is adept at the use of Chinese language (traditional and simplified Chinese) and has experience in working with clients from Mainland China. He is an Adjudicator of the Registration of Persons Tribunal and a Member of the Appeal Tribunal Panel (Buildings), District Youth Development and Civic Education Committee and Area Committees. In addition to public appointments, he holds teaching positions in law at the Chinese University of Hong Kong, Hong Kong Baptist University, and City University of Hong Kong.

Samuel has published in various leading law journals. His works have been cited both in Hong Kong and abroad, including by Snell’s Equity and Bowstead & Reynolds on Agency, the leading authorities on the law of trusts and agency law, and two apex courts, namely the Hong Kong Court of Final Appeal and the Supreme Court of Pakistan.

Samuel also completed the Advanced Advocacy Training Course at Keble College, University of Oxford with full sponsorship from the Hong Kong Bar Association.

– Secured an acquittal for the defendant in a motor racing prosecution: FLCC 503/2025 (Sole counsel)

– Acted, or currently act, as sole counsel in a wide array of criminal proceedings, including cases involving traffic offences, perverting the course of justice, conspiracy to defraud, immigration offences, amongst others.
